I run BOINC, and I notice the blip on my utility bill, because they're all clamoring for us to save energy, and gamify it by graphing our usage versus our neighbors. We all know it's a good idea to save energy because it's good for the environment. We (at least in the US) also a lot more conscious of our electricity usage now. None of those were a problem when you had a desktop and the fan just ran a little faster, but it's a huge problem now when most people use their smartphone as their main computing device. Processors are designed now with the assumption they'll be mostly idle to save power, and if they're constantly running something they'll be putting out a lot more heat, meaning more fan noise, uncomfortable to hold, and/or less battery. And laptops are designed to be "thin and light", meaning if you actually try to use them, they get very hot, and it's very noticeable. Over the past 10 years, there's been a huge shift away from desktops to laptops and tablets. Off the top of my head, for the client/volunteer side, the platforms are just less suited for this type or work than they were 10 years ago. There are a myriad of reasons for the decline. Or at least, the hypothesis of outreach being the "main" problem seems very wrong. So I think the article completely misses the point.
